Microsoft allows Xbox One Mods from PC

Is this the future of the Xbox One and possibly Halo?
Microsoft announced, although I know I am pretty late here, that Fallout 4 on Xbox One incorporates Fallout 4 PC mods!
I wish so badly they would incorporate some Halo 1 PC mods into Halo MCC.
I can only imagine playing New Mombasa Classic on Xbox one 16 players...just that thought sends me into euphoria.
