I am trying to get the meta offset of the SBSP tag and when I read the raw meta offset I get 0, is this correct?

Yes. The [scnr] meta contains a reflexive at offset 528, whose chunks contain each [sbsp]'s meta offset, meta size, magic, and identity among other things.
