I could never determine if this program works or not, between Jackson saying "no way" and Grim saying "yuh-huh." I recently extracted some of the chief and elite death yells using the old Halo ST. Then I could not find an adequate codec, so I had to download Audacity and within that ffmpeg. Then change the sampling frequency because the sounds were playing at double speed. Occasionally the conversion would fail miserably for no discernible reason, so I either repeated the extraction or just said oh well.
It was a hassle but it can be done, I'll attest.

The codec required for the xbox ADPMC files should have been bundled with this tool.

What would be cool is the ability to inject over a specific sound chunk, so, in the case of weapon firing sounds, it doesn't play the exact same over and over, just like H2ST, but with the possibilities of your tool.
