Modding is usually done to do something in/to a game that you normally wouldn't be able to do.
So the 'console game' modding scene would in theory die if games came to have such customizable qualities.
+ games that would have such customization would take several times longer to develope the game and be excessively expensive, making the final product being much more expensive than other games...that or they would just plain suck and not sell.
And if you can already do everything you wanted to the game without using some form of design skill, there would be no modding community for game modding, no people searching for knowledge on how to do it and much fewer future game developers that emerge from from such a community.
