Truth be told, unsigned types are a specialist type which are rarely used. Also, writing an emulator in Java is stupid anyway because it means your using an interpreter to emulate...so slow code doing a long operation...
That being said I hate Java as well...

Maybe not in halo apps, but I find myself using unsigned types frequently. Not just for variables but for masks too. But you have to create a Group to give a user a specific color... Hmm lets see, every CPU has special opcodes to handle just unsigned types. Just about every OS including ones on gaming consoles, ipods and phones use unsigned types. Many video games, software, hell when it comes software in general, unsigned types are used a lot more then signed. Even xna is built off of unsigned types. None of the things you mentioned are "general useage" they're all special branches of programming.
